A very interesting effect.
The one thing I can't see to unsee here - in the first image there is a traffic island with a lane information arrow and what appears to be lights from the rear end of a vehicle in the wrong lane. Are these painted in effects or actual moving vehicle light traces?

OK I see it now - the lights of the car on the left cross in front of the post for the traffic sign.Optical Illusion my friend, there were 2 cars both in their own lanes, but they seem to float around in the picture..
