It is legal to launch and control a drone from outside of the specific John Day unit boundaries and fly over the monument as long as you stay within VLOS.
The one given is that any lands administered by the NPS are no fly zones whether national monuments, recreation areas, or parks. National monuments administered by the BLM are variable for that but are generally OK to fly.Thanks for the information. I hadn’t checked but would have before heading there.
