Umm - careful out there with your drone. That is part of the John Day Fossil Beds National Monument administered by the US Parks Service and is a no fly zone. Photo Rules for John Day Nat. Monument

It is legal to launch and control a drone from outside of the specific John Day unit boundaries and fly over the monument as long as you stay within VLOS.

The one given is that any lands administered by the NPS are no fly zones whether national monuments, recreation areas, or parks. National monuments administered by the BLM are variable for that but are generally OK to fly.
