I agree with Alan that the drama is greater in #2, but the foreground in #1? That is a perfect foreground, and makes for a scene that says beautiful summer day.

Both are pretty nice in their own way but like other have commented the clouds in the second image stands out. Maybe worth cloning out the small triangle of the road in the bottom left corner.
