This reminds me of seeing eagles perched on trees around Lake Couer d Alene. There could be 5 eagles on one tree and there was an order with the alpha eagle at the top. The lower eagles always had white spots on their feathers from the higher eagles.

These are feeding eagles not nesting. When eagles gather at a place where winter fish spawns occur, there may be over 100 in a stretch of just a few miles.
