Rousing is a term falconers use to describe the fluffing out of feathers and then placing them back in place. a most necessary procedure for hygiene and aerodynamics. It is also a sign of a relaxed bird.

Great photo - love see them fluff up like that. The speckled breast is awesome and most folks don't realize how long owl legs actually are.
