I spotted this and waited for it to mature, then shot it before the vandals could destroy it. Agave is the name, a plant native to Mexico I believe.

I believe it's called a fox tail agave. Looks pretty cool. I think you were right to shoot when you did as it is dangling down in reach for anyone wandering along the sidewalk. Hands don't need to be large to mess up this scene
